UK and France to Deploy Troops to the Country if a Peace Agreement is Agreed

The London and Paris have inked a declaration of intent concerning the stationing of armed personnel in the nation if a peace agreement be concluded with Moscow, the British leader, Keir Starmer, has declared.

Subsequent to negotiations with allied nations in the French capital, he noted that the allies would "create military hubs across Ukraine and erect fortified installations for military hardware and defense matériel" to prevent any future invasion.

The coalition members also proposed that the United States would assume leadership in monitoring a halt in hostilities.

Moscow has on multiple occasions warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not commented on this new announcement.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Russian forces presently controls approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," remarked the UK Prime Minister.

National leaders and top officials from the "Coalition of the Willing" participated in Tuesday's talks.

Speaking at a shared media briefing, he further said: "It establishes the framework for the juridical structure under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the years ahead."

The British leader also stated that London would take part in any US-led verification of a potential ceasefire.

Protection Pledges and Negotiation Stances

Senior American diplomat Steve Witkoff said that "durable security guarantees and substantial economic promises are essential to a lasting peace" in Ukraine – mentioning a central condition made by the Ukrainian government.

The negotiator said the coalition had "mostly completed" their work on establishing such pledges "in order that the citizens of Ukraine know that when this conflict ends, it ends for good."

The former US envoy, former American President Donald Trump's advisor, also was involved in the talks.

At the same time, France's leader Emmanuel Macron said that Ukraine's allies had made "considerable advances" at the meeting.

He noted that "comprehensive" security guarantees for Kyiv had been settled upon in the event of a potential ceasefire.

President Volodymyr Zelensky stated that a "huge advance" had been made in the talks, but cautioned that he would only view efforts to be "sufficient" if they resulted in the end of the conflict.

Recently, he said a peace deal was "largely prepared". Agreeing on the last 10% would "shape the future of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the center of ongoing disputes for negotiators.
  • Putin has repeatedly warned that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any middle ground over how to end the war.
  • The Ukrainian President has to date ruled out ceding any territory, but has floated the idea that Ukraine could move its forces to an agreed point – but only if Russia follows suit.

Russian forces presently holds about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial region of the Donbas.

The earlier US-led comprehensive proposal that was extensively reported to the media last year was viewed by Kyiv and its European allies as being strongly biased in Russia's direction.

This led to a period of high-level negotiations – with Ukraine, the US and European leaders trying to amend the proposal.

Recently, Kyiv presented the US an revised 20-point plan – as well as separate documents outlining prospective security guarantees and plans for Ukraine's rebuilding, Zelensky added.
